Resident guide · Lusaka, Ndola, Livingstone
A licensed bookmaking market on paper (Betting Control Act) where the hard part for residents is proving the app in your hand matches a real local licence — start with Board / Gazette discipline, then mobile-money payout hygiene.

Lusaka and Kitwe phones live on Premier League and Chipolopolo windows. Mobile money makes deposits feel easy; licence proof does not. Zambia’s statute is bookmaker-and-premises heavy, and online-specific public registers are thinner than Kenya/Ghana/Tanzania — so this guide stays conservative: no ranking until we have a dated official list.
The Betting Control Act (Cap. 166) establishes the Betting Control and Licensing Board to license bookmakers and betting premises. The National Assembly publishes that Act. The Betting Control (Amendment) Act, 2021 (Act No. 50 of 2021) is read as one with the principal Act and comes into operation on 1 January 2022. Lotteries sit under adjacent Lotteries Control Board framing — do not conflate lottery paper with sportsbook paper. Section 22(1) provides that no bookmaker, and no servant or agent of any bookmaker, shall make or permit to be made any bet with any person under the age of eighteen.

Currency is ZMW. Kwacha only on the Zambian product. A USD/crypto-only cashier is usually not the local Cap. 166 product.
Common mobile-money rail.
Widely used.
Third telco wallet — coverage varies.
Name-matched accounts for larger withdrawals. Branded agents only; keep the receipt.
18+ only. Use limits and self-exclusion where offered; stop if betting stops feeling like entertainment. Prefer Board / operator complaints paths over “recovery agent” scams.
Yes for adults with Board-licensed bookmakers under the Betting Control Act framework. Online-only offshore sites are not automatically local paper.
Thinner than East African peers. Not confirmed — check the regulator. We will not invent one.
